New Regional Directors installed as Executive Board leads the Association towards greater efficiency, communication, and member relations.
Alexandria, VA – With voting complete, the members of the Federal Managers Association (FMA) have elected its new Board of Directors. Fulfilling the plan put in place during the FMA National Convention in March 2010, a special election was held to fill the four newly-created Regional Director positions. Congratulations to FMA’s new Directors:
Region 1 Director – Michael E. Donovan, Schenectady, New York Region 2 Director – George J. Smith, Switzerland, Florida Region 3 Director – Patricia A. Spade, Elmwood Park, Illinois Region 4 Director – Leonard F. Lew, Sacramento, California Director Mike Donovan is a retired federal employee and long time member of FMA Chapter 88, Watervliet Arsenal, New York. Mike’s substantial tenure with FMA includes serving first as a Chapter President and then most recently as FMA Zone 1 President.
Director George Smith is Deputy Director for Production Support at the Naval Air Systems Command in Jacksonville, Florida. Prior to his election as Regional Director, George represented the Association as FMA Zone 3 President. Earlier in his career, he served as President of FMA Chapter 11, Fleet Readiness Center – Southeast, Florida.

Prior to becoming the Region 3 Director, Pat served as FMA’s Zone 4 President.
Director Leonard Lew is retired from federal employment after 33 years of service as an Air Force civilian at McClellan Air Force Base in California. Leonard was first elected as FMA Zone 7 President in 2005, a position he held until the reorganization. Formerly, he served as President of FMA Chapter 138, VA Medical Center, California.
During FMA’s National Convention, the membership voted to reorganize its two governing bodies into one Executive Board. Formerly, the National Executive Board was made up of four National Officers and the General Executive Board was comprised of eight Zone Presidents. In an effort to work more effectively, provide better member representation and reduce costs, these two boards have merged to become the FMA Executive Board.
The new Regional Directors join the current National Officers, who are as follows:
National President – Patricia J. Niehaus National Vice President – Jim V. Mahlmann National Secretary – Richard J. Oppedisano National Treasurer – Sherie M. Lewis
The Federal Managers Association wishes to recognize the work and sacrifices of the outgoing Zone Presidents:
Jacqueline Bell, Zone 2 President, Upper Marlboro, Maryland José Limon, Zone 5 President, El Paso, Texas Stephanie Schmittler, Zone 6 President, Grapeview, Washington Winford Sartin, Zone 8 President, Long Beach, California
FMA sincerely thanks the outgoing Zone Presidents who have served the Association so well for many years. Each of these Zone Presidents has greatly given of themselves. Without a doubt, their efforts will help to guide the FMA Executive Board as it continues the good work of the Association.
