SUPERVISOR TRAINING, NSPS TRANSITION HEADLINE FED NEWS RADIO INTERVIEW WITH FMA'S JESSICA KLEMENT - July 14, 2010

FMA'S Klement on Your Turn with Mike Causey to discuss variety of federal workforce topics

Alexandria, VA- The Federal Managers Association's (FMA) Government Affairs Director Jessica Klement will appear on Your Turn with Mike Causey, tomorrow, Wednesday, July 14, 2010, at 10:00 am. Klement will discuss managerial training legislation moving through the House and Senate, while also providing listeners with an update of the ongoing transition out of the Department of Defense's (DOD) repealed National Security Personnel System (NSPS). Klement will round out her interview with a conversation on federal telework initiatives under consideration by Congress. The radio show will broadcast on WFED 1500 AM in the Washington, D.C. metro area, and nationwide on www.federalnewsradio.com.

On June 14, 2010, Congressman Jim Moran (D-Va.), with the support of Congressmen Gerry Connolly (D-Va.) and Frank Wolf (R-Va.), introduced legislation that would require federal agencies to provide supervisors with enhanced managerial training. The measure is nearly identical to legislation introduced in 2009 by Senator Daniel Akaka (D-Haw.), and would ensure federal managers and supervisors receive the initial and ongoing training required to lead an efficient and responsive civil service. Klement will detail key components of the Federal Supervisor Training Act (H.R. 5522/S. 674) and shed light on its prospects moving forward in the 111th Congress.

In addition to her discussion of managerial training, Klement will bring listeners up to speed on recent developments in the transition of DOD employees out of NSPS, the Pentagon's abolished pay-for-performance personnel system. As of June 20, nearly 95,000 employees have transitioned out of the program, with roughly 20 percent of those individuals facing a cap in pay due to General Schedule rules on pay retention. Klement will focus her dialogue on steps DOD is taking to complete the transition and obstacles the agency is encountering along the way.

Klement's discussion will also cover telework in the federal government, focusing on a legislative proposal approved in the Senate and a measure awaiting consideration by the House. Both bills are designed to improve agencies' flexibility and continuity of operations planning.
